北韓領導人金正恩同父異母胞兄金正男遭毒殺，經馬來西亞警方證實，金正男確曾遭到VX神經毒劑的攻擊，以致喪命。在眾多毒物裡，VX是一種毒性相當強的化學戰劑，美軍曾在一次VX散佈試驗中，誤殺6000隻羊，人類若吸入，15分鐘內就會致死。
長期以來，化學戰劑一直是軍隊遂行生化作戰的利器，尤在第二次世界大戰期間，生化武器被大量使用，造成無以數計的人員傷亡。至於VX是英國人於1952年首先發現的一種毒劑，英軍隨後將VX列為制式裝備，美軍化學部隊也將VX視為發展化學戰劑的重點。由於VX的殺傷力大，當時的知名度超過其它化學戰劑。
回顧歷史，因VX神經毒劑而導致的傷亡案件，最引起世人討論的就是1968年的羊群訴訟案。1968年3月，美軍在猶他州骷髏谷（Skull Valley of Utah）進行VX散佈試驗時，意外造成6000隻羊死亡，汙染整個牧場，同年10月才被允許繼續放牧。
VX毒劑的致死率非常高，人類一旦吸入，2分鐘內就會出現中毒的症狀，瞳孔立刻收縮；4分鐘內多汗、流涎；5分鐘內抽搐、痙攣，15分鐘內就會死亡。面對中毒者，須以阿托平急救。
一例一休已經上路，休假、加班費計算都出現重大變化，地方政府的加班費也跟著大增；部分縣市首長開始出面呼籲：用補休、志工代替。全國校長協會指出，各縣市維護校園安全的對策不一，但沒有加班費的情況下校園安全也有疑慮，校園安全不能僅是要求志工負全責。
校長協會表示，學校的人事費用本來就沒有編列加班費，根本不足以支應。許多縣市政府將透過補休、志工代替等彈性方式減少政府支出。? 但在這種行政要求下，現有人力一定會減少在假日上班、不在晚上加班，兼辦夜補校的國中小學最慘，2名警衛恐怕會違反勞基法的工時，在夜間值勤。
校長協會表示，寒假即將到來，但如果假日因人力不足不能開放校園，學生也將沒有地方舒展筋骨，這與教育局的開放校園政策背道而馳。
對此教育部國教署長邱乾國回應，目前學校有些是使用守衛輪班，有的是以保全系統方式在維持校園安寧，但原則上都希望寒假校園仍開放校園給社區居民使用，雖然學校未編列加班費，但學校如有編列保全費用，或可在其中增列加班費，教育部將會與各地方政府進一步研商，希望可以在財政範圍內盡力負擔。
